Please try safe mode as this could have been caused by an 3rd party app.
Press and hold the Power button and Volume down button (right edge) until the 'Power off' prompt appears on the screen then release.
Touch and hold Power off until the 'Safe mode' prompt appears then release.
To confirm, tap Safe mode
Upon reboot, 'Safe mode' appears in the lower-left of the unlock / Home screen

As you have already tried to clear cache and it didn't help, Next best option is probably to do a master reset which is not something we like to recommend but in your case it may be worth it. Be sure to back up all your data if you do decide to master reset the device.

Turn off the device.
Press and hold the Volume Up key and the Side key.
When the Android logo displays, release both keys.
An 'Installing system update' message may show briefly before the Android Recovery menu options appear.
Press the Volume down key several times to highlight Wipe cache partition.
Press Side key to select.
Press the Volume down key to highlight Yes, then press the Side key to select.
When the process is complete, Reboot system now is highlighted.
Press the Side key to restart the device
