if you go into settings and do a search for wifi di you see wifi calling that you can turn on?

I would try contacting your carrier.. since android messaging uses the carrier and not wifi could be some settings with your network provider. also if you are using the stock Samsung messaging app install Google messages and see if it's just as :snail:

sounds like it has make issues to me. I use Google wifi so it only connects to 5ghz bands and all my devices work great
