I called Samsung support yesterday and they said it's a known software related problem. They just had me clear the data on the bluetooth app. I told him I did all that stuff already but I would do it again. He told me to monitor if there was any improvement. If no improvement he said I would have to send the phone back for repair (not sure what repair is if it's a software problem). I asked him if he knew anything about newer models not exhibiting the BT problems and he said no it's just a software related problem. Today the BT stuttering continued so I will call later to send back.
