Call your carrier. They are the ones that control the rings since the voicemail service is on their end. Some carriers allow you to change it online after logging into your account. But not all of them do that.

A "hard boot" is just turning the phone power off and turning it back on. That won't do anything to the existing setup or data on the phone. If you mean "factory reset", then yes, that resets the phone to a fresh "out of the box" condition. If you think someone actually messed or changed the SIM, then go to your carrier and have them look at it - make sure it's the same SIM they originally gave you to put in the phone. Better yet, ask for a new one, with a new number even. I mean, if you think they really did do something. But honestly, unless you are a government or corporate employee, and these wrong people are into government or corporate espionage or in a drug cartel, I seriously doubt they have any way to mess with the SIM card that won't immediately flag the carrier that it's been tampered with.

@StephanieNikkiis correct - this is a carrier thing. The carrier will push the software to your device if the service is available to you.

According to Samsung's own published schedule (Google it), the A71 is supposed to get it around May 2021. Now, they don't specifically call out the 5G variant, so it could be for the older Jan 2020 device. The 5G version is technically a newer device with the Exynos SOC or different Qualcomm (depending on carrier and location), and wasn't on that initial list. But neither was the S20 FE 5G. The FE, however, was just recently announced to be getting One UI 3 before the end of the year. It's possible that the A71 5G will get it before the regular A71 does. But, I'd just be speculating.

Some carriers won't allow over-the-air OS updates over mobile data. you have to have Wi-Fi in that case. Assuming the OP means OS updates.

Correct about swiping up to close apps - standard android practice (although because the default is card-stacked, you swipe away to either side to close). About the auto-hidden nav bar, you knew that was an option you can set to either stay on, or auto-hide, right?
