Where is it? Can't seem to find the polished version they're talking about with 13... only a very basic version through click app.

Bedtime has been moved to Bixby Routines and this is only the first release of a BETA for One UI 5. Yes Android 13 has been made available for Pixel phones but Samsung has not released their version yet, i.e. One UI 5.

Thank you for your feedback.
Please note, Bedtime mode moved to Bixby Routines.
You can now manage Bedtime mode in Bixby Routines instead of Clock. Bixby Routines lets you automate more actions when it’s time for bed, like turning on Do not disturb or changing other settings on your phone.
