In reality they can't.

Most carriers refuse to support it, and then if Samsung was to try to force it, all kinds of cellular issues could arrive.

Not true wasn't a problem in previous betas. And look at the phones pretty much everyone can join the beta.

The rules for the phone beta is the same as the watch. Only us carrier that supports the beta is T-Mobile. The only other people in either phone or watch beta bought their devices either from Samsung directly or have the wifi version of the watch. I have a Verizon phone which means unless I want to flash a build from XDA using Odin I won't have the beta. I have a wifi only watch so my watch is in the beta.
98%+ of the individuals that join the beta have no business in the beta but that's a them issue.

How did you get to join the beta on both watches? I can't get it on my ultra, when I change to my watch 7 it says to connect my watch to the phone when I try to update it. It's not even letting me add my watch 7 to the beta program.

Hello,

Thank you for participating in the One UI Watch Beta program.

We’ve noticed several inquiries regarding not receiving the Beta software update. Please note the following important eligibility criteria:

LTE Models (Watch with Mobile Network)
To receive the Beta update, your Watch must have an active T-Mobile LTE plan.
If the SIM is not activated or the device is not currently using T-Mobile’s mobile network, the software update will not be delivered.

Bluetooth (Watch BT models, not just BT paired with Phone) Models
Bluetooth-only models are not affected and will receive the Beta software update as usual. No SIM or mobile plan is required.

If you’ve enrolled in the Beta but haven’t received the update yet, please ensure your Watch meets the conditions above.

We appreciate your feedback and participation.

Regards,
One UI Beta Team
