Try wiping the cache partition of your watch.

No issues here on Watch 4 classic

Thank you for your feedback on Weather Notification issue.

To help us understand this issue, could you please submit your error report via Galaxy Wearable Beta app?

It would be very helpful if you send the error report within the 15 minutes from when the issue occurred (Check notification > Weather notification being cancelled >  Send error report immediately)

Galaxy Wearable Beta app > Search for "Contact us" > Send Error > Check "Send diagnostic data" along with screenshots.
