Dismissable "persistent" notifications?

I'm on the One UI 6 3rd beta on my S21 5G, and notifications that were "persistent" on One UI 5.x, are now dismissable?

I can swipe some away, and they come back, but some don't. 

Is this a bug, or a feature?

I am getting this also on my S21+. Only Facebook is what I'm getting currently.

Seems like every time I get an update from Facebook. The other notifications from Facebook Messenger reappear. Sorry, I forgot messenger previously

OK, and I thought I was crazy on the delayed messenger notifications that pop up well after I've read the message, or whatever.

Now it's intermittent on when it wants to do it.
