Yeah because it only has to work on T-Mobile the Unlocked Version has to work on all of the carriers and they are finalizing it to push out

It was always the case with samsung specially security patches. Google and Apple don't need approval from dumb carriers. However, samsung treats unlocked customers as if their phones are also owned by carriers.
