GIF CREATOR: doesn't allow user to scroll and select desired portion of a video.

When using creating a GIF, from active video stream in gallery app and from video player, GIF creator doesn't allow user to scroll thru the entire video to select the video portion desired. 

Has anyone else tried to create a GIF? Have you experienced similar? Feel free to comment
