It is currently rolling out now, you want it faster, join the Beta!
I've had it for weeks now. It's not exclusive to those on Ui9.

I would try uninstall and apply the update again. It should turn on in a few minutes!

That's a Google update. It has nothing to do with the Oneui beta. Google is notorious for randomly rooting out updates like that
