This issue has been present since One UI 8 (you can easily find threads by searching "One UI 8 broke hotspot") and is unfortunately still not fixed in the 8.5 beta.

It appears that Samsung's hotspot functionality is currently broken for some mobile providers( my case, Google Fi). While the hotspot turns on and devices can successfully connect to it, there is absolutely no internet connection.

The only temporary workaround right now is going into your APN settings and adding ,dun to the APN type.

Samsung, please look into this and issue a permanent fix

To help the team accurately identify the cause of this issue, we kindly ask that you submit an Error Report immediately after reproducing the problem so that the relevant system logs can be captured.

1. Open Samsung Members โ†’ One UI Beta Program โ†’ Beta Feedback.
2. Select Error reports and attach any relevant screenshots or screen recordings (if available).
3. Make sure โ€œSend system log dataโ€ is enabled before submitting.

Important: For accurate log collection, please submit the report within 3 minutes of reproducing the issue and do not kill the task of the Samsung Members app until you receive notification that the error has been sent (about 5 minutes)

Your report will greatly assist the team in analyzing and improving the Beta experience.

APN info is provided by the carrier when you add the carriers SIM card to the device or activate an eSIM on your account.
Try using Google fi support to ensure they add that. "dun" entry so all users of Google fi get the fix.

Sorry to be the bearer of bad news, but this is not a Samsung issue.
