Media output is broken

Changing media output no longer works.

Steps:

- Slide down from the top to expand notification panel 

- Select "Media output"

Rather than seeing options to switch media output, system gets glitchy for about 1 minute. Apps appear to hang and notification panel cannot stay open

Mine is working fine. I can swap between outputs. Slight delay when going phone to BT device (like literally 1second). No delay at all going back to the phone

I can reproduce this problem consistently. When I do it enough times, the phone will totally freeze with a black screen and I have to do a soft reset. I have cleared device cache but it did not help.
I have noticed the two apps in the screen shots are in the recent app list when the problem happens - particularly the blue icon one, which is the 'Media and Devices' app. It also shows with higher than normal battery usage.
