Its not Samsung's fault. The beta works for unlocked, TMobile and Sprint devices. ATT and Verizon do not allow that. Its on them.

In the main Page, you should see a 1/16 banner selection look for the enrollment and sign up, after that check for system updates in phone settings not the app settings.
