This is causing issues. It prevents google wallet from functions as well as a few other apps. If possible, it would be nice if an app could be provides to read your android ID so that at a minimum, you could manually certify your phone yourself since google provides a website just for this very instance.
This is intended behavior for Google Wallet during the Beta phase. Google only allows Wallet usage on official software releases. Happens every beta. Google Wallet will begin functioning normally once the stable release is deployed and installed.
