You can try temp fix: settings>device care>auto optimization turn off all restart options.
I didn't associate the rebooting into safe mode with a live wallpaper but I have been using good lock wonderland to add a custom wallpaper since the beta 3rd update, so maybe you are onto something there.
Same here. I found I can use live wallpaper for home but if I use anything other than the built in Samsung ones on lock screen it'll freak out and reboot into systemui safe mode
