I'm surprised that the only messaging app with RCS capability for samsung s25 Ultra is google messages.

Samsung Messages supports it but it seems to be carrier specific. I had it when I was on Verizon and I switched to T-Mobile with Google Messages and I'm able to use RCS for Samsung Messages users on T-Mobile.

Only thing Samsung Messages is missing is the emoji reactions. RCS works on it.

Yeah, Samsung really needs those emoji reactions. They need to work on it because a lot of people want that ability to do all that customization.
