When I open up the wallet and click the agree to terms and begin the process it never gets past the terms screen

Can you try to uninstall and re-install the app?  We have had some known issues with Samsung Wallet not updating correctly. 

Please use the latest Samsung Members app to send an error report if the issue still persists.
