I actually like the concept as well. Just requires additional usability, but I generally like the use of "topics" to help navigate the user to where they want to go especially if they can navigate from the menu items in settings directly. Granted, this does seem like a second settings menu which could mean that the settings menu itself could benefit from better descriptions and categorization of parameters.
