Weirdest Bug

About half an hour ago, I encountered a rather unusual and difficult-to-describe software issue(bug) that appeared unexpectedly while I was doing my own things. Resolving it took some time, although a quick phone restart provided temporary relief. 

 The issues I experienced were this:

*Ignore the TikTok video; I was showing the unresponsive touch.

yes!! iv been having touch screen issues as well in s24 + beta 4 with hot fix.

happens when i go to scroll occasionally. jarring as heck.
