I doubt you'll see it available for the S24 FE, as FE models don't typically get betas.

If you're not in the US with a US device, this beta isn't for you.

I recently had to swap phones because of water damage. I used Samsung switch to move my data but it did not carry over my One UI 8.5 update. Is there a way to get this on my new phone now?

You would have to sign up for the beta again on the new device, if the sign up period is closed, unfortunately there isn't anything you can do until it opens again if at all.

You can try when phase 2 drops, this could be on Monday anytime after 3am EST. That is the time that the first Beta dropped. More spots might open because others have dropped out for one reason or another.
