That has to be implemented using the Camera Assistant. AFAIK, this is still a beta version that Samsung released here specifically for the S25 UI 8.5 beta testers. Go to the link below only while using he Members app (this will not work on web browser outside the Members app). Install it, open it and scroll down to "Dual rec" and toggle tha ton, it then will show in the "More" section when in the camera.
