Can't Double press top button to assign flashlight not available?

I used to be able to assign my top button double press to a flashlight but can't anymore. This was the issue on both my watch 7 and watch 8.

To assist us in resolving this issue, we kindly ask you to submit an error report through the Samsung Members app on your device immediately after the issue is reproduced:

1. Open Samsung Members.
2. Navigate to One UI Beta Program > Beta Feedback.
3. Attach any relevant screenshots or screen recording/video (if possible).
4. Ensure "Send system log data" is checked, then submit the report.
