Can't add to the quick setting menu

I'm currently on one UI 8.5 and I was hoping to edit my button layout but typically a menu wou Id pop up showing what available buttons I can add but that is just not happening. The screens hots will be attached with the white one being what you would show up like and the black one s being what I currently see.

Where are you trying to add the toggle to?

If you are trying to add to Top Quick Settings and you already have 6, you have to delete one.

Tap on the Edit Top Quick Settings.

It works differently in 8.5.

Steps:
Swipe down to see controls/notifications. Swipe again to expand controls.

You can edit two ways.

1. Click pencil icon in top right, then at the bottom, click Add A Control.
Find the one you want to add, hold it, then drag INTO the quick settings piece where you want it.

Other way is click pencil icon, top left click Panel settings. Then click Edit top quick settings.
Although I think the only way to add things is to do the first methods.
