I think it's unlocked phones only and depends on carrier, I'm on MetroPCS.

Unlocked phones usually are after T-Mobile and sprint release it.

Okay so the reason you're not able to get it then most likely is it seems like Samsung does their bettas from what I've been seeing specifically for T-Mobile branded devices currently on the T-Mobile network at least initially and there's no way in heck you're going to get the beta while being on an mvno which stands for mobile virtual Network operator generally only the major carriers get bettas and stuff like that
