QuestionsI have the same issue and it is not going away eve if I restart the phone. I'm really frustrated. Driving me nuts. This is P1 bug and needs to be resolved ASAP

Other users have reported turning off the "Wireless Emergency Alerts" has helped the vibration/sound. Please go to Settings > Notifications > Advanced Settings > Wireless Emergency Alerts and turn off "Allow Alerts".
If this does not resolve the issue, please use the latest Samsung Members app to submit an error report.
