Beta participants tend to get stable updates towards the end of their respective device rollouts. It hasn't rolled out beyond T-Mobile locked phones *not* in the beta, as far as I know.

This is just making an excuse. Logically you would think the ones actually testing the product would eventually get the finish product first. As a thank you for participating in the whole research and information gathering process

My guess would be they roll it out to beta users last because:
- The stable build is not much different from what we already have.
- In case there's an issue with the rollout and they have to stop it, they may want to send one final beta hotfix and they would need us to test it.
