When Adaptive Power Saving engages the power save mode, mobile data is disabled in the 13 Beta. Once I disable Power Saving, mobile data resumes again. This appears to be a bug driven by Adaptive Power Saving specifically.
I have noticed that I get a splash of notifications when I connect to WiFi sometimes. I am wondering if I am having the same issues. Turning it off to test.
This fits in with my observation then when Power Saving Mode is on, GPS signal tends to go away if the the screen is turned off. I did report this as an official bug.
