Notification priority + order

I've recently switched from the s21 to the s25 and one thing is driving me absolutely crazy. On my old phone, I could set permanent order for notifications, for example, I had something like:

- missed calls 

- third party voicemail 

- text messages 

- email 

- everything else 

I have checked everywhere in settings; I have notifications set to sort by priority, but I can't find anywhere else to actually group them, or decide what that priority is. Notifications like discord are overwhelming others. I keep missing important information. This is frustrating enough I'm considering just returning to my old phone. Any advice is appreciated.

You may be referring to the Goodlock module, Notistar. But that hasn't been available in this region for all of OneUI 8
