The Now Bar should support the Phone app and during a call, selecting the pill should not open the full Phone app but instead launch a Now Bar version. If there is a desire to expand to the full Phone app screen, selecting the Now Har should trigger that. Or, there could be an expand icon available to directly select but that may reduce the click area and success of expansion.
