Scrolling Notification Button

Once and for all can we please get rid of this huge scrolling button for notification settings. 

Takes up space and could very easily be a static icon. 

Also, there needs to be consistentency in notification screens. The clock and date are missing in quick settings screen.

Agreed, I have never used it and seems redundant when you can just hold a notification and change the settings.
