What do you mean everything works like it's not in airplane mode? In airplane mode, basically all the networks get turned off - wi-fi, BT, mobile. However, you can turn BT and wi-fi back on and airplane mode remembers what your preference is for this the next time you employ it. So, everything WILL work on your phone, except mobile (no data, no calls). This is so you can keep your watch and other BT devices connected and access wi-fi if you are on an airplane or ship where you otherwise wouldn't want to accidentally use mobile. Keeping mobile on while in flight or at sea will only result in large bills (should you receive or accidentally make a call) and extreme battery depletion while your phone tries to find and hold a mobile signal. If you want everything off when in airplane mode, you will also have to turn off wi-fi and BT. Offline apps will still work and will sync when reconnected to a network.
If what you are saying is that even mobile still works in airplane mode, that is an error that needs to be reported.

Airplane mode only strictly enforces that cellular is turned off. It still allows you to use Bluetooth, Wifi, NFC, etc.
