Application scroll studder

So far Beta 4 seems better, however I noticed that when Display motion smoothness is ON (120 hz). There is lots of studder when scrolling in some applications (such as Chrome browser app, Instagram app) as examples, and some others. Now when Display motion smoothness is turned OFF, the scroll studder goes away. So the Display motion smoothness function seems to be functioning backwards. Perhaps this can be fixed in upcoming Beta's
