If it's a Verizon phone that is locked to Verizon, it's not eligible. If the device has been unlocked & flashed with device name ending with a 1 as in SM-S938U1, it might work. Only locked devices that are eligible are T-Mobile devices, otherwise other devices ending in only "U" will not be eligible as that designates locked phones.
If the device was bought as an unlocked version from Samsung, it won't matter which carrier one uses as the device has the U1 naming convention natively.
