Not experiencing this issue. Have you tried clearing the camera app cache. Also have you tried wiping the cache partition of your device using recovery mode and then rebooting?
Point your camera in a moderately lit area and try to find a sweet spot between a darker and brighter area. When you see the camera view brighten, find the point it happens and try to replicate the flickering.
I believe this is due to the new exposure adjustment. It seems to be rapidly going between low-light mode and normal mode. My guess is it goes off groups of pixels' brightness, and the slight hand shake goes between a brighter and dimmer group rapidly. Seems just like a normal bug. I'll try to get a video. I'm on an S22 Ultra Snapdragon.
