Galaxy S23 Series Should Switch to the Vulkan API

After installing the One UI 8 beta, I noticed that the S23 series still hasn't switched to the system-wide use of the Vulkan API, but the later devices have already done so.

This was something I've previously requested a few months ago, and was promised that we'd be able to see this take effect in a future update, but the change hasn't been applied yet. I hope to see this in beta 3
