After doing some testing I can confirm there is definitely a tethering issue of some kind for me. When I ran a speed test on my phone I easily hit 500MB a second. When I ran it on my tablet which is tethered to my phone, it struggled to reach 30MB a second.
Update: I just switched from 2.4gig to 5gig tethering on my phone and that got my tablet to 240MB a second, but it wasn't an issue previously so...
