Using the cover screen while locked, I clicked on a notification. It then wanted me to swipe to open, but instead I opened the fold up to see what the notification needed to show me in an app. 
Instead of opened the home screen and the notification so down was empty. 

It's an odd sequence of events here but I did it and this was the result, notifications showing but the drop down was empty. 

It took locking the phone by screen off, then opening or up and swiping to unlock and that corrected the empty drop down. 

I think because the phone wasn't unlocked during the original click on the cover screen and unfolding it with extended unlock active it bypass the unlocking it normally processes for notifications. Hence the unlock variable for the notification drop down wasn't set as unlocked and the list blocked showing anything.... Just a guess 

Anyone else get an empty notification drop down at any time during the beta?

Based on your explanation, it sounds like the unlock state wasn’t properly carried over when transitioning from the cover screen to the main screen, which may have resulted in the notification shade appearing empty despite notifications being present.

I am also encountering this issue right now. The same thing happened when I interacted with a notification from the cover screen while the phone was still locked. After unfolding the device to check the app, the notification drop-down was completely empty, even though I had clearly seen notifications just moments before. Locking the phone and unlocking it again seemed to fix it temporarily, but it definitely feels like there's a glitch in how the system handles notification access across the cover and main screens. Your explanation about the unlock variable not being triggered properly makes a lot of sense—it really does seem like an edge case the beta hasn’t accounted for yet. Hopefully this gets patched soon.
