Persistent notifications issue?

I'm having an issue with my Weather apps notifications and other persistent notifications being able to be dismissed with just a swipe, nothing locking them to stay in the notifications tray. Anyone else having this issue?

This is NOT a "issue" it's a New feature of Android 14 as what Google implemented it and not Samsung, sure Samsung could add a option to pin certain notifications but whatever you see now is a Android 14 thing and not Samsung and it's for sure not a bug
