If you have a chat bubble open, to close it you need to drag it down to a "Remove" icon. The area you have to drag to is much smaller than it used to be. So I have to drag it slowly & carefully or else I just end up moving the bubble.
Secondly, after closing all bubbles, a "+ New" button remains on the screen most of the time. It's another button press or gesture to get out of that, which is unnecessary.
I think the plus button will eventually add the ability to add more chats in a future release. There's a lot missing, and that's to be expected. We'll be getting several updates prior to public release.
But it is super annoying that One UI 3.0/3.1 just allowed us to flick away the bubble, and now we have to be super precise.
