Does anyone know where the secure start-up toggle is at? 

I had it enabled before the beta and now I can't see where to disable it. My phone requires a pin on start-up and I want to take it off

I never even knew there was such a toggle. My device has always required a pin on startup and I never even knew there was an option to turn it off

Mine is doing the same thing after a restart. It has never asked that before the beta versions. It's annoying and also it should be hidden so others don't know your using it. Isn't that one of the points of it! Hopefully it's just a bug

Um... someone hasn't done their homework. Secure start-up hasn't been an option since Android 8 🤣 Phones shipped with Android 9 and beyond adapted FBE or file based encryption, so secure start-up is not needed... unless you are talking about something different, I can assure you there's no option in recent Androids to enable secure start-up that used FDE or full disk encryption.

Is it normal that it asks for my pin after every restart and I can't see any notifications or phone calls until I put in the pin?

My issue is when I let the phone auto optimize... If it restarts during the night when I am asleep I don't receive any notifications until I wake up and put in the pin to initialize the phone for the first time.

Right, again, that's normal, and there's no way to fix that unless you turn off auto restart. After the beta I'm pretty sure you'll have that option again, as I explained earlier if you have a lock after restart your phone cannot receive notifications due to how encryption is implemented to protect the sensitive data. Trust me, it's better than the alternative - you receive notifications, but your phone is available to anyone to see your stuff.
