It was posted at least once before, but Samsung needs to bring back the ability to swap the app in the split screen with another app. Used to have this option with the three dots menu. The user could flip split screen apps top to bottom of screen, make an app pair for the edge panel AND change the app on the bottom split screen on the fly.
Now only the first two options exist.
You can still do all of that. So when that toolbar from the three dots in the center isn't selected there should be another little bar at the top of the app that will appear blue if the app is active, or gray if inactive (you can see it at the top of your screen in your pic. If you tap that, the rest of your options should appear.
