Does anyone noticed an issue with touch screen? I'm having to restart or backout of websites or screen.

I'm having issues with most apps. I have to restart the phone and clear the cache about every hour now. Apps are just freezing on startup

My issue ended up being on the webview side. I had to Uninstall and reinstall webview and restart the phone

Dod you cleared the cache of the entire phone or only the apps?

I rebooted to recovery and cleared the cache

Update WebView or uninstall it and update it again or use another browser like firefox in the meantime.

WebView sometimes has those issues
