It's not incorrect.. it's the solution to the issue

not if in mid-beta and changing carriers. moreover, carriers push out updates to their subscribers. they don't do one on one for OS updates. and another thing, who's his carrier? AT&T and VZW haven't pushed out the update yet.

He can contact his old carrier. If they can't do anything, he can contact his new carrier. If this doesn't work, they can just contact Samsung Support directly.
