Wallpaper not working

Wallpaper won't set correctly and zooms in incorrectly.

How to fix, go to display, screen resolution, select highest resolution, then select wallpaper, go back to screen resolution if you use the lower screen resolution. It should be fixed. That's how I did it.
This has to be a bug.
