Yes it's a known bug in beta 1 and beta 2. To fix either restart your phone or change from light to dark theme and back again or vice versa will fix it.

Setting "Reduce transparency and blur" is a less intrusive fix

Maybe s9me peo0le just want to fix the background blur and not affect other portions.

It's quite a beneficial fix might I add. Completely fixes the stutter and jank in the UI, whether a lot of the community notices it or not. The lag is there for everyone.
