Updates are gradually rolled out across different regions, typically in no particular order, to avoid potential damage and public outcry. Say if something somewhat widespread affected the entire testing community ALL at once, it would be a bummer not only for Samsung's users, but also the company itself having to withdraw an update.

Extremely unlikely this would ever occur, but it's a common tactic even Instagram and Snapchat use.

We have additional testing being performed on US carriers that we are awaiting result of before releasing the software update. If we pass testing, we will release tonight if not .... 😪

They always announce when the update is live. This question has been answered and posted plenty of times already.
