Why can't the control center be opened from the center of the screen like notifications? 

That option should be in the Control Center edition. 

I usually use the control center more than notifications

That's just not how Samsung coded it to work, but you could use QuickStar to adjust the swipe area and move it towards the middle of the status bar.

You could combine them or use two finger swipe.
