Does android 16 desktop mode work when connected to an external display?

Hello,

Yes, you can use Dex (Desktop mode) and connect to your external display (Monitor...) wireleslly. 

For desktop experience, connect to a nearby display (wired connections offer the best performance), with Bluetooth mouse and keyboard for better experience.

Desktop.mode does not show on the usbc monitor wired connection. Only a mirrored display is shown on the external monitor

I too am having the same issue.
In the 'Windows Management' section of Developer Options the only options available are: 'Force Activities to be Resizable', 'Multi Window for all Apps', and 'Enable Freeform Windows on Secondary Display'. When these are turned on the image displayed on the external monitor is only a mirror image not the desktop experience.
'Force Desktop Mode' or 'Exnable Desktop Experience Features' options are not available.
