This behavior is typical and expected when running a beta OS. You will not be able to resume using Google wallet/pay until after the OS is out of beta.
There is a note from Samsung that they are aware of this issue and recommend rebooting your phone might temporarily resolve the problem (while they assuredly work on a fix).
During beta program, the software is not yet certified by Google, and therefore Google Wallet, Pay and other secure services may not work. We apologize for the inconvenience and will post a notice once it becomes certified by Google. You may try again at that time.
